One Week Left to Submit Comments on Head Start NPRM

The deadline to submit comments on the Notice of Proposed Rulemaking (NPRM) that would substantially change the Head Start Program Performance Standards (Performance Standards) is rapidly approaching. A staggering 18,000 comments have already been submitted in response to the NPRM, Reducing Federal Burden for Head Start Programs. Comments are due by October 6, 2026.

Comments thus far are from a wide range of stakeholders that express many opinions about the potential impact of changes to the Performance Standards. These comments are incredibly important to communicate to the Administration for Children and Families (ACF), as the agency must review all submissions before the rule is finalized. The National Head Start Association (NHSA) published talking points, available in English and Spanish, to help Head Start programs share their perspectives on some of the key issues related to the proposed changes. The talking points also include overarching guidelines for discussing the issues. Additionally, NHSA prepared an Open Letter from Head Start Parents on Preserving the Strengths of Head Start that can be shared with parents/caregivers. Parents and caregivers can add their signatures to help protect the Performance Standards.

Another helpful resource is the First Five Years Fund Head Start NPRM: Public Comment How-To Guide. The guide includes information about the importance of submitting comments, guidance on what to focus on (impact, concerns, recommendations), and an outline for writing comments. First Five Year Fund’s Searchable Guide: 2026 Head Start NPRM is also a useful tool to find specific sections of the NPRM so that you can reference them accurately.

The proposed changes to the Performance Standards could have major impacts on Head Start programs, families, and staff. Whether your comments focus on one issue or many areas, the most important thing is that your voice is heard. Comments must be submitted by October 6, 2026.
